Received questionnaire on limited capability to work

This morning I received the questionnaire on limited capbility to work I wonder if this questionnaire is seeking for mass voluntary colosectomy or ignoring that genuinely dropped kerbs are not universal. I found this interesting on the Newcastle City Council website.

People claiming old incapacity benefits are being reassessed under the ESA work capability assessment between now and April 2014.
